Note the size of the '74'? You can tell it had some strong polishing on that area. I feel it is an 'S' mintmark, that was reduced in size from a die polishing. Kind of unusual to see polishing on that area, but the die may have been damaged and they thought they could save it by over polishing. There were monsters working over the dies that year:

Clearly there is a #128009; inside the D that was hungry and ate most of the D. The #9 looks like a #127820; getting peeled and the #1 is straight a horror film. Not to mention its doubled! Or tipled?
