Okay, I've been having trouble getting this response to post -- here's another try:
@Broken-Coin -- do you have software that will enable you to crop your high resolution photo to include just the area around the BP #, like this:

From your original high resolution image, you could zoom in on the BP first, and then crop the image so that it would be less than 300KB and could then be posted here.
It might be premature to rule out just yet the possibility that the broken 4 variety couldn't have been paired with FPs other than 5. For example, BP 4 was also on the press with FP 4. Perhaps FP 4 was replaced at some point by FP 5 while BP 4 was left on the press. If the problem with BP 4 existed before that FP switch, it should also be present on some notes with FP 4. At some point, BP 4 was also paired with FP 3, FP 9 and FP 10.

Based on my experience with FOIA requests, I'd say that you're probably correct. But it's worth trying anyway because you never know what you're gonna get.
