The thing is, this coin is 173 years old. It has no toning whatsoever.
There is an almost 100% chance that the coin has been dipped. TPGs seem to like dipping though.

Just bought one myself as well for my type set. It's at PCGS right now hopefully maybe sneak another grade or two higher out of the crossover

The PCGS "Coin Facts" retail price is $1,650 for this coin in AU-58. In order to rate that number, the coin should be REALLY nice for the grade. This coin has been dipped successfully, at least for the moment, and therefore it has a whitish color that you might like.
There are two problems with that. First, coins that have been worked on like this are out of favor right now. Collectors want "original," which might be "original now" because the coin has re-toned after it was dipped. At any rate this coin will never look "original" again in my opinion given its current look.
Second, this coin might not be stable. The slab looks to be a new "thick" PCGS holder, and the dipping may have been done recently. The new toning might be attractive, or it could come from an improper rinse after it was dipped and look horrible.
Overall I'd say the asking price is too high for the coin has it is. If this is the look you like, I'd try to find a piece in an old holder that has demonstrated that the coin is stable.
A better alternative would be to adjust your eye and think about a coin with original and original looking toned surfaces. Silver coins that are more than 170 years don't look like this unless they have been "helped."

It won't have a chance of an upgrade unless you take a chance, crack it out and send it in raw. Even if you do get the higher grade, PCGS coins bring higher prices, so you might no gain anything except on the NGC registry. NGC has thrown the dice has ended the posting of PCGS coins on their registry. They think it will increase the demand for their coins, but I doubt it. There are a fair number of nice coins in NGC holders, but two factors limit their numbers: 1. A great many of the properly graded NGC coins get crossed over to PCGS. 2. NGC grading standards are in general lower than PCGS standards. You can't make that a blanket assumption. You have to grade each coin on a care by care basis, but overall that is true.

I didn't send it in with the sole purpose of attaining a higher grade. I just need it a secure slab so I can add it to my registry set along with 3 other non PCGS slabbed coins. Think the coin will look much better in a secure slab as well. Not worried about the grade as I bought it for a no motto type dollar that has IMO has older skin tone to it.

Anecdotally, NGC seems to be firming up a bit lately on grading. They've also announced today a 50% off Crossover Special, where any PCGS coin sent to them that you cross over to an NGC holder (either as an Any or at a minimum grade) will be priced 50% off for whatever service level you chose for that coin.
If you currently have coins @ NGC for crossover you should call them and tell them to apply the special 50% off to your order if possible.

The main thing to think about at this point is that $1,700 is too much money for this coin in AU-58. If you like the look, you should be able to find another one for less money.

OP: I don't think I'd spend that kind of $$$$ with those images. It doesn't show the surfaces that well and it looks heavily dipped. Technical AU-58 but I doubt it would command that much since it is not original and that is what many collectors are going for currently.
