I've been buying and selling on ebay for 19 years now this month. I've been fortunate, only had one guy back in the first year, who never paid on an auction, ignoring all my requests for payment. I followed procedure and filed notice with ebay after certain number of days had passed. Then, feeling it was my duty to the community, I posted a negative feedback on him. He had the nerve to promptly retaliate and post negative on me! ebay cancelled his account for violation of policy and removed his feedback from my record.
But that was then. I guess things have changed a bit since then . .
Rest in Peace

Weerdsteve, your example is just the reason I've avoided even trying to sell on eww-boy. Decided just last month to try, got two items going, but for a brand new seller with no "attaboys", no takers so far. I am afraid of these slick willy buyers that will try to cheat their way out of paying, claiming no show, damage, etc. ebay is pretty much a last resort attempt to at least recoup what I've spent over the years. I've tried auction houses, which do get rid of some items, but generally only cover what I'm paying out. Last outing received a check for @$4.00 over what I'd spent at auction(s), that $4 was less than cost of shipping all the items to be sold. Good luck on your cases, but just remember, ebay makes its money essentially off buyers purchases, the more sold is key, not"customers" the so-called seller/buyer.

PS: Only reason I have rating as seller is that over 10 or so years have purchased off eww-boy! Nutz!

Steev,

I feel your pain, but there is nothing, absolutely nothing you can do to motivate ebay to change their ways.

What you can do is leave Followup Feedback when all is said and done. I have used that tool several times to make me feel better when a transaction has gone south. Never once, has ebay removed, altered or reprimanded me for leaving someone derogatory Followup feedback.

Just leave some minimal positive feedback and wait a couple of weeks.....then leave the brutal Followup feedback.

Yeah....I think I'll write "To be continued..." or "Please check again later" or "Feedback pending receipt of payment"

When ebay decided to shift from the auction model to the store/BIN model, the geniuses running it at the time decided that sellers being actually able to leave negs for buyers/bidders (as a way to warn other sellers, and also as a way to share their side of the transaction) would cause bidders/buyers to shop elsewhere. The other part theory was that buyers would be "discouraged" from leaving accurate feedback about sellers for fear of negative return feedback. This shift resulted in ebay favoring buyers much more than sellers in almost every way. Systems such as Detailed Seller Rating stars (DSR) added to the misery by giving buyers the chance to burn a seller not once but up to 5 times in a single transaction (neg and all 1 star ratings) with no recourse for the sellers. ebay took the approach that it didn't matter who was actually in the right, it was all about the experience, and if the buyer had a bad experience, it must have been the seller's fault.

As a result, sellers are pretty much toothless when it comes to Non Paying Bidders or NPB's, all you can do is second chance offers, or relist, if ebay's messages don't get the bidder/buyer to pay up. All you can do is block them (if that's even still an option) and move on, file your Unpaid Item Disputes, etc. ebay used to have a strike system for NPB's, so that at least they'd get tossed after enough people filed UID cases, I don't know if that's still around or not, either, I quit selling there 10 years ago.

I know... It's so stupid now ebay is being run under Devin Wenig's leadership. When Meg Whitman was running things, it was fair for both sides. Until someone else is running things there, it is indeed "beating a dead horse." Devin is a narcissist and ONLY cares about his own way of doing things.

I would LOVE to be able to leave slow payers "Neutral" feedback and the really slow ones "Negative" feedback... ebay ONLY cares that you receive payment... whether it is one second after your item ends, or 15 days, it doesn't matter to ebay as long as you got paid. As a result, when I leave feedback, I no longer mention ANYTHING about the payment, instead concentrating on the communications with the buyer and the overall "smoothness" of the transaction.

In order to deal with slow payers, I decided to make up some lengthy TERMS AND CONDITIONS and put them on every listing including expecting payment within one business day of them buying the item. In these terms, it stipulates that for every day beyond the one business day that a payment is made, a 10% administrative fee is charged. Since I put this in, I've only had one late payer in 3+ months. Before this, I was averaging one late payer every two weeks or so.

Perfectly stated, paralyse! And I can't say I blame you for no longer using them to sell things.

In my particular case, the guy who didn't pay me is also a seller on ebay. In an effort to see and understand exactly what ebay sends to a non-paying bidder (and absolutely NO OTHER reason...giggle...this is strictly RESEARCH...giggle..) I think I'll win something from him and not pay.

I block all buyers who Have received two unpaid items recorded on their account within 12 months, and I also block any buyer who doesn't pay me. That's happened about four times in the two years or so that I've been selling on ebay.

While I've been waiting (it's 9 days now) for his payment, his positive feedback has grown from 583 to 596. He's bidding on and buying things from other sellers while he's choosing to ignore me and not pay me and ignore my ebay cases against him. DARN IT ebay, why is he allowed to get away with this? Why don't you have a mechanism in place to shut him down until he pays what he owes? You'd sure as heck shut me down or freeze my PayPal or something if I ruffled a buyer's feathers!

In these cases call ebay and explain that he has been paying for multiple other things while ignoring you. Most likely you will be told to cancel the sale and block him.
