I'm pretty sure it's been Struck Through Grease by the looks of it. It's in a unsual area though. Weird area for that to happen.

I agree it looks very similar to Struck Through Grease with debris in the middle, but don't understand the sharp edges. And yes, a very strange area for it, all around a void in the die.

My first thought was glue as well but, why didn't it affect the bust and why would the obverse have been glued?

It does look like it was struck through something that was only on the die surface (coin fields) somehow.

EandV, I think you called it from the beginning, a Struck Through Grease with Debris. I have re-examined the coin and determined the grease was in the void also. Pretty much all but the corner of the neck that Crazyb0 mentioned. Thanks much to all, nice to solve this one.

CoinMasters has it correct. The grease/oil/water with some ground debris caused the texture. If the ground debris wasn't there then it would just be smooth. It was a small amount that did not push down into the die. Just on the fields.

That's a pretty rad statement. Strange as it seems though, I believe it to be true. Of all the collectors, throughout time only a handful have/had knowledge of that caliber.
I have to disagree with the last two statements though. He misses the mark easily at one or two percent of the time. You take a guy like John1, as good as he is, and he's very good, has self-professed to be correct only 80% of the time. There was only one man that ever walked the face of the earth that was correct 100%.
