I love error coins, just wondering how PCGS can say that quarter is from Philly.

I can see how that would tell the submitter which mint, but that makes it sound like TPG's just let us pick the mint if it's not visible.

That's most likely true if the there is no value difference, you know, like when there's about 400 million of each minted. If there was a big value difference, they likely wouldn't put it on the label I'd guess.

They labeled the dime as "194X", indicating they can't determine the actual date. Seems they could have done something similar for the quarter, even if there's no difference in value.

You can usually tell a strike difference between modern P and D mints. It looks like a P to me, but I might be craaaaaaaaaazy!  Very nice coins!
