It is a normal circulation strike cent. I also think it has seen a small bit of circulation. There appears to be some rubbing on the bottom of Lincoln's coat.

A 1990 proof would have cameo, among other things.

Not a proof coin, just a normal business strike coin. It would have a nice cameo finish to it. All business strike cents from 1990 have no mintmark and that means it's from Philadelphia mint.

Not true anymore!
2017-P

Business strikes from Denver bare the D mint mark.

Thank you cwb. I already knew that already, just was saying how all 1990 Lincoln Cents had no mintmark. It is no longer true now that the U.S. Mint put the P mintmark on all 2017 P Lincoln Cents. The U.S. Mint said this was just a one time thing and all 2018 P Lincoln Shield cents will have no P mintmarks (Which means Philadelphia). I hope there will be a major Doubled Die discovery for 2018 LSC, but I doubt it.

Ah, I misread that!
I saw "All business strike cents from 1990" and read it as from 1990 to now. My apologies!
Rest in Peace

The fields would be mirrored and details frosted(cameo)

Anyway, the no S is me, I was born that way, my pants fall down even with a belt!

That's okay. You don't have to be sorry. I should have elaborated on it to avoid confusion. I even misread stuff too.

Another funny line! I just got too much humor in me. I just couldn't help it and laughed.

The line of responses is confusing.

This is misleading. In 1990, business strikes were produced at the Philadelphia and Denver mints. The Philly strikes have no mintmark. The Denver strikes have a "D" mintmark.

Proof coins for that year were made by the San Francisco mint and would have an "S" mintmark.

Spruett001, I apologize for making it confusing as I didn't intend to make it confusing. I was just talking about the ones FROM Philadelphia, NOT from Denver. Sometime, I have trouble forming sentences since I have Autism, but other times, I can form sentences easily with no problem. This is just turning into a confusing mess and I'm sorry if I have annoyed anyone.

Absolutely superb condition,
but not much strike detail in the beard.

Very desirable business strike.

Yep, just a regular business strike from the Philadelphia Mint.
