This is new to me! I don't see how it is PMD since the affected area seems to be raised on the coin and there is no break of the copper plating. Being raised means there must have been an absence in the die. I really don't see any abnormal weakness on the obverse strike. Maybe it is as Crazyb0 suggested, struck with a newly broken die due to an alloy issue.

This is not an error. Some foreign substance is covering the reverse face. This naturally should have increased the coin's weight. The fact that it didn't suggests that either (1) the coin was naturally underweight to begin with, or (2) the area beneath the crud was abraded before the substance was applied.

That is strange. I imaged that something added to the coin as it filled the rim height. But not being over weight was that concern. I wonder what it look like before?

Newbee, its a keeper nonetheless as an oddity. You can try giving it a soak in acetone for at least 24 hours, won't hurt. If that's smashed hardened glue, it should come off. Being the correct weight tho is the ? factor. It should register a bit higher at 2.6 at least. Try that, let us know.
