Hi, today I got to file an item not received report with PayPal. I guess it is like a message service with a bully attached in this case the bully would be more like Waldo. Here is my contact message;

I thought we were on the right track, but I have my doubts that this transaction will be completed now that there is a "partner" involved and neither seems to know what the actual story or case is. Your listing states 92 quarters right away...shipped in protective tubes...5 days handling time...shipped with priority mail, so with all this prepaid and listed with immediate payment required, the Quarters should have arrived last week at the latest. Your emails are troubling at best, first one says sending tracking numbers to partner to see if shipped, then you say it was returned damaged in your next message, then in your third you don't remember the transaction or previous conversations. That brings us here, I want this completed, and it seems you need help towards that end. Lets see if PayPal can restore a little focus for you.

Well that's it for now see what happens!!

If nothing else,Paypal will get your money back in time.They have done it for me twice. I know you have had good luck with this dealer in the past but I wouldn't give hime another chance when this ordeal is over.
GOOD LUCK!

Three quick points:

1) Partner? You had no agreement with his partner.

2) The PO has delivered plenty of damaged packages to me. I've never heard of them returning a package to the sender because it was damaged.

3) When all is said and done, don't forget the negative feedback!

UPDATE!
Here was an unexpected twist to this screwy situation! The package arrived today! Still appears to have been sat on but EVERY thing inside intact! BUT, here's the twist, The package tracks back to Romulus, Michigan! What! This must be where the infamous partner lives and ships from! I guess item location was listed as "support our troops, United states", Okay my mistake, I thought it was Fortuna, CA where it has been shipped from on previous orders. Wait... return address says Fortuna, CA ? Why not save trouble and just tell me in advance that the package will drop ship from Michigan, could this be against ebay policy? Seems a tad bit on the shady side to me!
On the positive side the '99- 06 Quarters were nicely packed in square tubes, don't have a brand, but good quality! The '07's and Okla.& N.M. Quarters were in a paper roll well taped up.

I think I'll let him hang for a couple of days to see if anything comes of the PayPal thing, and decide what to do, or not do, next week.

In the mean time I'm Gonna glove up and play with some quarters, Paul

The post office should deliver all damage items. Unless the send to: part could not be read or torn off, then they would return it back to the sender. I always see torn up envelopes (placed into a plastic wrap with a sorry for the inconvience note) and packages.

Paul,
If you received the coins it might be in your best interest to stop the non received item complaint or the seller could say you tried to defraud him and then ebay would take action against you,even possibly close your account. Just something to think about.

What the seller is probably doing is selling coins he does not actually have but has a known supply else where. You make a purchase from him, he inturn buys them from another dealer at a price less than you paid and has the dealer send them directly to you. Thats probably why he didn't send or have a tracking number.

In my opinion, Not a smart way to sell coins,as all kinds of problems can come up.

Oh I'm not going to let it hang that long, I WOULD HOWEVER LIKE HIM TO RESPOND TO THE PROCCESS! Even if he were to write back with something like "hey stupid I sent your package now leave me alone" Even an inappropriate response would be fine.

hc8604, I know what you mean I've had one delivered in a body bag with just a partial address label and no package!

I think it was a lack of communication between primary dealer and drop ship company, as reason for the delay. I still have not received notification that the parcel has even shipped.
I also believe that he should list his auction this way, telling people that it would sell, and ship from third party, and from out of state!

TLS5933, I will drop the item not received report tomorrow sometime, but it was filed prior to actually getting the package, so how would he be able to claim I tried to defraud him?
As the item not received has not escalated to a claim there is little chance that he could use the fraud card.

Paul,
I was refering to if he had delivery notification that the coins had been delivered and you had not dropped the item no received claim. Then,he could claim you were trying to defraud him.

Also, if he is using another seller to ship the coins to you then you never would get a item shipped notification. Just he would. That's why I think that way of selling is a bad idea. Especially when something goes wrong.

Right now I'm dropping it as I type he has posted a response on PayPal and is asking if I want to see the damaged package? I will let him off the hook after I complete one last message for him.

His response is weak;

Delivered 6/7 as I said and promised for replacement shipping..We still have the damaged-package.. if you want to see it.. let me knowThanks

My response;

Yes, I have received your package, was just waiting for you to respond here. The damaged package is of no concern or consequence to me. What I did find distressing is that the package tracked back to Romulus, Michigan...what?... the guy I am dealing with is 4 hours away in Fortuna, CA. Maybe if you put the fact that you are using a third party service for fulfillment and shipping of your Items in your listings or replies there would be a lot less confusion, Thanks

Don't know if that will help but if other buyers are at least aware of this they can make the decision whether to proceed with the transaction or not!

Hello, I thought that today was going to be the wrap up on this thread, but now there is a new development. The seller in this dispute is now NARU. I have not listed his seller ID in any of these posts, so that this could be educational experience for myself, and the community, and not seen as a personal attack on the individual. I guess that I have dodged the proverbial bullet on this one, but now feel that I should warn others of this situation. Any thoughts on this?

Sounds like he alredy had some previous bad feedback. I think you got lucky. I would welcome a pm telling me who the seller is so I can avoid them in the future.

Hi again all, well just when you think that the dust has settled on this fracas, ebay sends me this;

We noticed your claim for a purchase made on ebay was recently closed, and we're sorry to hear about your experience. We value your participation in the ebay Community, and to show our appreciation we'd like to offer you the Courtesy Coupon below. To use it, select PayPal as a payment method, then enter your redemption code during checkout. If you need help redeeming this coupon, please refer to our step by step instructions.

With this Courtesy Coupon, $75.00 of your next purchase is on us. Unfortunately we cannot offer you additional Courtesy Coupons for future disputes, but when you use PayPal all eligible transactions will be covered by the PayPal Buyer Protection Program.

Sincerely,

With this strange turn of events, it more than covers my losses, so I guess that this turns out just fine.

Update: I actually received two Alaska quarters from this sale this week!
No one is more surprised at this than myself. I figured that after the dispute and subsequent pulling of all auctions, I would never hear from him again! Well he seems to be back on track, he has less "stuff" listed but still insists that you do not email him so I guess since I can't leave more feedback for the same transaction, I won't be sending a thank you message to him either! I will update if Hawaii shows as well. Paul
