Looks like a circular "ring" of debris to me. I've seen these on Lincoln cents many times. Crazyb0 explained they were due to the washing process at the mint, I think. If it's raised, it's a die chip. At any rate, it doesn't appear to be a rare error. Looks like it's worth face value, unfortunately.

A raised portion may also be a very common plating issue of zinc corrosion caused by a foreign element beneath the copper plating and zinc core. These "zinc zits" can sometimes be "deflated" by pressing hard with a toothpick. That is quite large to be a die chip, and too circular for your standard gouge, my guess is zinc rot.

It's just giving the effect of being raised but all details there can be seen its a stain from the rinsing process the stupid black spots that riddle the new cents nothing but a stain keep looking

Just a stain, it's not an error at all. You'll see this a lot on newer cents.

Yes there is a stain there, there is also a small raised "dot" below the eye, unfortunately that dot is part of the design and is on all 4+ billion 2017 P cents.

Are water stains raised? It's definitely raised on this coin. Like a bump, too hard to take a pic. I'm thinking Cud like the "George Washington booger". Anyways I think it's way cool and if I had money to throw... I'd be all over it. Bet there is someone else out thinking the same. Wink" wink" Anyways I'm obviously a novice but I know a bump when I see a bump. Oh and thanks for the kind welcome. Nothing like a few goobers being clever and silly. Keep up the good work.
