Does it extend out from the columns? It maybe a huge die chip on the bay area? I would like to see close ups of this area.

Thank you all for your responses... basically is a very shiny section like what you would expect the finish of a proof coin only it's just in one bay of the memorial building... I'll try to take better pics tomorrow... thanks for you guys help!

It looks like some kind of die damage, but it's odd that it should be confined to a single space between columns.
