The skull is like that of the "Phantom" who is or was a comic strip character. The ring is made up of several coins.

The skull is supposed to be the Punisher a comic strip yes and the band is another quarter. So the ring is made from two silver quarters

The "Phantom" who wore a skull ring like that was a comic strip that started in 1936 and the "Punisher" from what I can find, started in 1987 so guess I dated myself.
