And from the forum post : die scratches under the date

In determining any Matte Proof Lincoln , sharp close up pics are needed to make a call . All markers must show also .

I dont know if its coincidence or a marker, but here is a photo of a 1916 proof with a black looking dot above the date ...same place as mine

Just coincidence, can you get photos of your coin like the pic from NGC above? Here's some more research links.

Just a normal business strike cent.
