It could be a proof or it could just be a cleaned / polished business strike.

An uncirculated 69-S Cent struck for commerce , or a 69-S Cent struck as a proof coin , not meant for circulation . Only for collectors .

Look under the "General Numismatic Forum" and scroll down
to "Coin Photography".
There is plenty of Info there from the experts.
