I don't know, that's a pretty big gamble as PCGS is VERY tight on the top-pop coins. The difference is $15 (67) versus $900 (68). Then, all this versus the NGC price guide of $200 (68). You very well could end-up with a $15 piece of plastic in the end!

Yeah judging not on the coin but just by the odds, Thad is right. You're much more likely to get it back at 67 from PCGS

I think the real question is.... what are your hopes for your set? Are you willing to find like coins graded 68.... that's an awesome thing LOL ... but I'd consider this coin to be an a la carte coin... I'd just sell it and buy one you really need in a PCGS holder at a grade you're trying to achieve with your set.

With the big ding above the button hole on the lapel I think it too risky.

Looking over this coin again, definitely do not re-grade. Checked PCGS value view, and it is Way more valuable at 68, and there is a possibility it could get a 67.

Also the obverse is not well centered. I don't know what grade this starts to matter but I know this does detract at the very highest grades
