I just looked at PCGS and they show:
PR-70 DCam $6K
PR-69 DCam $900
PR-68 DCam $625
So it might be one to submit to see what it grades. Nothing was listed lower than PR-68 DCam. Is there any problems with the coin? If so then it might not be worth grading. (As these prices are for high grade coins)

Blind Squirrel to CCF!

Super Excellent coin and congrats to Blind Squirrel Sr.

I am in the camp . send it off to a TPG company.

Also, do research on sending in coins to the TPG.
I believe they recommend sending in the coin in the original packaging. CALL FIRST and ask!

thanks for posting

Look again, Gincoin. It's a proof. Don't think they minted proofs in Philly in 1983.

It's always possible I am wrong, especially with dimes, but PCGS has the "no s" 1983 proof listed as Philly mint.

Awesome find and congratulations Blind Squirrel! Send it off to a TPG! Make sure you wear gloves, if you're handling it raw.

Thanks for all of the input and advice. This community is truly well versed and I consider myself lucky to have found it. I am really just now getting back into learning about coins. Squirrel Sr. amassed an amazing collection, and yes, all with only one good eye.

COOP, the coin is still in it's original proof set, inside the original mailer. I just need to get a better camera to photograph the coins.

Thanks again to all, Squirrel

Wow! A cheery for sure. Had your father possibly known this was a major mint error? There was a rush to find these once the first ones were reported. What a pleasant surprise he left for you congratulations.

Congratulations.
