Just kidding. Sometimes they can be hard to open. But a sharp, not to sharp knife is you best bet

Getting them out is not often easy once you get the capsule open if the fit is a bit too snug. Might have to do pushing on the capsule from the outside. Just be patient as you don't want the coin to fly out (been there, done that). That's one reason to get the ring air-tites instead of the direct fits-easier to get the coin out.

Put a towel under the jaws of a vise as a safety net, and very slowly crush the capsule across the diameter.

The questions you really need to ask yourself is
why do I need to get it out of the capsule?, and in hindsight, is the alternative to keep it the capsule the best?

Really? It's a tiny capsule, not a slab!

The cracked capsule can be removed from the vise and then be carefully prized apart by hand.
The towel is only there for a safety net.

OK, now that we know they CAN be opened...... can they then be RE-USED? Or are they designed to fit nice and snug when first used, then loose the "seal" after being pried apart once?

If a slab could be opened and re used, it would be a very safe bet that the dishonest would do just that, but with with a cheaper coin inside, then re sell on ebay.
It makes sense to me that a slab would have to be destroyed to be never reused, in order to preserve the integrity of the slab grading industry.

I have no problem with air tight capsules that can be re used.
Capsules with a very positive screw shut seal, of the design type as used by the British Royal Mint are what I prefer.

The Royal Australian Mint seals it's proof coins in permanently fused seal capsules - absolutely 100% airtight. I have never heard of anyone wishing to break these capsules open. With such capsules it is easy and with no worry to handle these coins roughly, without gloves, just like normal circulation coins.

Yes, if you avoid all of the impact release suggestions given above. That is, if you can get it to safely pry open you can reuse them. I have.
