1943 - Lincoln - Steel W/ Copper Streaks?

Possibly the plating adhered better on the high spots but it doesn't really matter. What matters is that it couldn't have happened during the striking of the coin so it is some form of PMD. It does stick to a magnet. But why does a steel cent have traces of copper on the outside? Was this done from the mint? Or did someone try to pass this off as a copper 1943 cent?
