At first site I thought it was a copper 43 plated with zinc . I now agree It's a steelie plated with copper in the middle stages of wearing off .

But why would the 'copper coating' wear off the low points and not the higher spots as expected?

Possibly the plating adhered better on the high spots but it doesn't really matter.
What matters is that it couldn't have happened during the striking of the coin
so it is some form of PMD.

To me it looks like some very fresh rust considering it's so bright.

Hey Party Peeps,

Sorry for the delay. I am just getting up from a long night. To confirm, this is a steel cent. It does stick to a magnet. But why does a steel cent have traces of copper on the outside? Was this done from the mint? Or did someone try to pass this off as a copper 1943 cent?

Weight?

OP shows it on the scale weighing 2.6g which is within spec for a steel cent.

If if jumps to a magnet, then it was plated copper and then another time plated with zinc. Thus the appearance.

@coop it does stick to magnet. So in your opinion is this valuable?
