I'll give it an MS-62 just because of how heavy the hits are. Fields are somewhat clean. Nice coin otherwise, and neat die cracks around the IBUS and UNUM on the obverse.

In my opinion it's an UNC details coin for the curved gouge on the chin. Definitely wait for a better one. There are thousands of them out there.

Looks like one of those GSA coins.
They were often baggy.
This one is VERY baggy.

I'll say MS-62. About as baggy as these get but the luster is nice and reverse is fairly clean. Guessing it looks better in hand too.

with the amount of luster remaining and decent strike I think it would come in at MS61 just short of 62

I would say 60, maybe 61. Is MS-60 even used anymore? You can find a nicer one.
