Wish I had a better setup, this line goes from top to bottom of the east side of the bust, I can find no other area affected

The line you see does not look uniform to me. Rather squiggly.
First ask yourself how did this happen upon the strike?
Humm. Perhaps a squiggly wire.
Then you determine, is it raised or in?
Up means one thing. Down means another.
What do you see, up or down?

@Cujohn - what do you mean by "retooling"?

The provided images make it difficult to discern anything definitive. Try to get more focus. Mess around for a while , then preview you submissions before submitting. It can can be challenging and tedious before you get the hang of it, but pays of in the end.
If you were in a hurry, you would probably not visit this forum.
Just throw it out there. There are many here willing to offer there consensus.

Well it is not engraving. This creates a raised are on the fields:

This was done to enhance the out line of the bust. They have tried this in the past. It was called Channeling:

In 1969 they fixed the issue by re-creating a new master hub to be used. This worked for a time, until 1982 when they created another one again. Thus the large and small dates on the 1982 cents.
But as far as the jacket, I'm seeing damage on the shoulder, but nothing that would be a die issue.

So yea I need a better setup to really show what's going on , the area appears raised, and it's funny, the places yall are seeing MD, lips, bottom of nose, are the harder parts to see under magnification! The bust, from bottom thru bow tie looks quite uniform while u can still see the line from top to bottom, it's so thin this phone set up may not do the trick! I do have a pic from yest that was at the right angle where the line was reflecting brighter light around certain areas, but knew they'd say reflection, so didn't bother

Would retooling be uniform from top to bottom, after using above search the results looked similar, but varied, this one is quite uniform to my untrained eye

The front area maybe Machine Doubling and glare is hiding the MD? If that is what you are seeing then it is nothing special. There are times that MD is hidden with glare:

If that is what you are seeing then it is just a circulated coin.
