I managed to collect an "almost complete" one-from-each-token-issuing-state collection here in Australia, just from rummaging through world coin scratchtrays. The two I had to buy off ebay from American sellers were Kansas and Illinois. Here's my Kansas pair, still in the duplex 2x2 they were shipped in:

Louisiana: The Luxury Tax was implemented in 1936, but the tokens were changed to Public Welfare in 1938. Obverse and reverse were the same.
