I have a couple of extra empty plastic cases from proof sets I broke apart for albums that I can give you if you are interested.

Ahhhh........that's why CCF is so great right there !........Now you have an offer for "empty US Mint Proof cases" ......problem solved ! Replace them back into a new case !
Assuming you're not interested in "parting out your set" and making a few bones. (But then of course you're missing that 2003 Silver Proof Set and have to buy another one.....no problem....but why not just put the coins in the new holder that you can get from jgfindring ?

Since I found no option for the obvious solution (which is breaking all of your sets apart and putting the coins in albums!) I say sell the coins individually.

You could send them in to be graded and they will put them into one of those set graded slabs.

I'm assuming this "damaged Set" is not all by itself right ? Meaning you have many other Silver Proof Sets of the different years and now you're missing this one because of the dog.

Carefully finish breaking open the case, remove the coins, and add them to a 2x2 or flip and then sell them individually. I personally would not trust using a case that has already been opened. The plastic is supposed to be sonically welded together and so it will never quite fit back together the same. Once the individuals are sold, take the proceeds and buy a replacement set(and keep the ankle biter away from that one  )
