A bill I sold two years ago had the serial number 44714744. I thought that one was math fun because 7 + 7 = 14.
4 + 4 = 8 and 7 + 1 = 8.

I believe they are saying (with angle brackets around numbers from the note):

<5> = <5>
And
<8> = <6> + 2
And
<04> = <06> + 4

So each grouping pair is different by 0, 2, or 4 in that order.

I have my doubts though whether this is correct, but have nothing to offer instead.

Yes indeed. For my answer to the brain teaser the 65 has no purpose but kudos to Spence for finding a way to include it as well.

Initially I was going to make the first clue stating you did not use 65 but decided to leave it open-ended in case someone came up with an alternative solution to mine.
