the images are far too blurry to see the possible RPM.
as for the 'misplaced' MM - these were placed on the die by hand - so the location will be different from die to die.

to the CCF As you stated there are low and high MM on nickels that are recognized, I don't know if the 70S is one of them. Seems like this one should be recognized.

It's low, but it isn't in contact with the ribbon or the ponytail. I will pull out a roll of 1970-S circulation nickels tonight and see if there are any with that particular placement.

That mintmark location, although it looks strange, is more common than you think. I just took a quick look at ebay and there are 70-S nickels on there just like yours with no mention of the mm placement.

Especially since some well known in the field have personally run the same { non-error ] through auctions / had graded etc for good $$

I saw that- but why is the primary error listed as a misplaced mint mark first and foremost?

I ran across this example tonight. I think it's just common for early 1970s decade mint marks to be low on nickels. I have several more that are only a bit higher.

It's also labeled "FRED WEINBERG COLLECTION" - who is one of the nation's leading error coin specialist. That also would raise the final value.
Plus an S mint coin can't really be compared to a D mint coin. For Denver that year the mintmark may indeed be lower than all of the others with a low mintage total.
