I thought no RPMs past 1989. Too bad can't see the edge of the coin. First pic shows slight reeding at 11 o'clock but I don't see any other reeding (doesn't mean there isn't any). Partial collar?

My understanding is no more RPMs on cents after 1989.
1990 was the last RPMs for the other denominations.

Both sides appear to be slightly misaligned with the obv. rim wider @ k10 and the rev. wider @ k8

The MM looks like it is partially filled. This would indicate a broken post on the die.

MS could be "Mint State" but no numerical grade is indicated. And it precedes "Error", so I'm thinking "MS" indicates "Mint Struck" Error like Alonzowick90 suggested.
Words of encouragement are one of the major food groups.

$15 I was convinced just because slabbing it probably cost more than that, but the coin itself I don't find very interesting.

I obviously tried the web page it mentions on the back of the slab but It seems to not exist, I'm thinking the company closed and took down their web page
