I am only seeing one of your pics (the edge) and it appears to be pretty normal for a clad quarter.

I agree with chemically striped, not a mint error.
Check ebay for ones in a PCGS,NGC or ANACS holder for comparison.

I also agree with not being a mint error. The remaining partial clad on the rim tell's me it is not an authentic double sided missing clad layer.
