Prior to spending money on grading, I would want to hear an expert like Mike Diamond or Jon Sullivan confirm that it's a struck through die cap. There are many mint errors that can look similar. You could probably get an idea of value from Sullivan Numismatics.

Assuming it's a struck through die cap quarter, it looks like graded versions sell between $100-200. Again, I am not an expert, that was just a quick Google search of auction results. It could be way more or way less.

In my opinion, no. Grading a coin is very expensive. There's a lot of expenses that goes along with it.

It was struck through a late-stage hammer (obverse) die cap that had experienced numerous shift-and-strike events against previous planchets. Here's an image of a similar specimen in which the correctly-facing incuse design elements are more easily seen.
