Spacing between the top of the R in Liberty and the rim looks good to me (which in my eyes rules out Dryer Coin)

If I had to guess, that looks like quarters that have been shredded by coin wrapping machines and gumball machines, and then smoothed by heavy use. I think slot machine coin is a good suggestion.

Interesting coin. Beat up for sure.

I can't say if it's PMD or a Greaser.

Definitely not all slot machine wear. There is weakness in certain areas. The weak reading can happen for more than one reason.

Why would the fields and devices be worn down and not this part of the rim?

Face gets worn by fingers and thumbs. The edge gets beat by the mechanisms.
