Definitely resubmit that one should get an upgrade to at least 65.
No way that is an MS-64 by modern grading standards way too nice.

The reason this won't make MS65 is because of the strike. The nicks aren't the issue.

My 1898-O graded MS-66 by NGC has similar neck issues, strike, luster, and surface markings
Hence, I have to feel NGC would be pretty generous if this coin was submitted to them raw

I'll wait till I get the coin in hand and see it before deciding weather to crack it out and submit it to NGC. I compared it to some Heritage archives and it looks similar to some of the MS66's. There is also the fact that it is in a first generation PCGS holder which should carry some premium. Thanks again for the insight.

I believe its a lock 65 and has a good shot at 66. With the New Orleans mint being known for weak strikes this example is on the stronger side, just a tad weak in the hair and right talon. They take that in account, sometimes. I have held a 1881 s that was graded ms68 and didn't even have to look close to wonder why in the world in this was graded 68. Have seen nicer 66's

one must understand to the grading standards have really tightened up, to the point wear as a few years ago this would have been an MS65 all day long, but now one must EXCEED the grade by 1/2 point to make the basic grade, so for an MS grade a coin would have to be at least MS65+ to get the basic ms65 grade...Not sure if this is an economy driven idea, yet when times get tuff, some great coins come out of the wood works.... in this case more high end coins can flood the market and values they want to protect...hence the higher standards which you and I know are seeing these days.From TPG's.. Yet you and I are not ignorant in what a coins grade is....TPG's just want you to think that you don't....

This is a nice strike for the New Orleans mint. They had the die spacing set right that day. Regardless of what number gets palced on the next TPG holder, it has tons of eye appeal. Nice pick!

That coin is a 65 for sure, with a great shot at MS66 based on that first generation slab.

MS64 max! Strike and luster of this coin just won't cut it for a 65..The "O" Mint weak strike idea still won't make this coin a GEM...Nice coin at 64 but to mushy among other issues for a 65..
