Probably Spanish but something looks wrong to me. I am hoping for your sake that it's not a counterfeit.

The condition is a little rough. I would give it about a Very Good. It's worth about $1 US in numismatic value, I don't know the weight of the silver so can't give a bullion value.

I found the weight, it is .0697 and at the current silver price of $13.37 the bullion value is 93¢ US.

Por la de dios translated into english is FOR THE OF GOD. I don't know what the G in between la and de means. Rey means KING. So it's KING (I can't make out the name. De espana is OF SPAIN. Hope that helps.

You noticed it's holed so it does hurt the value very hard. I'm not too sure if that year is a scarce year but otherwise, don't put too much hope on it. Nevertheless a good heritage.

The "G" would be "grace" (or rather it's Spanish equivalent, gracia). The legends means "by the grace of God, King of Spain" - a common way in which European monarchs declare their sovereignty - a legacy of the days of the "divine right of kings". The Latin equivalent is Dei Gratia - usually abbreviated as D:G: on, say, British and Canadian coins.
Don't say "infinitely" when you mean "very"; otherwise, you'll have no word left when you want to talk about something really infinite. - C. S. Lewis
