Die Peel ?

I'm gonna go with exposure.

Is that paint, or dirt and verdigris?

Not necessarily true. Dies can rust, and I believe dies can have other surface 'peeling' issues. This was exposed in a thread I read once where a 'scuffing' like damage that looked like something 'peeled' off the die was evident as raised patches of scrapes on the coin. Basically, it looked similar to what the opposite of a lamination peel would look like. Imagine a lamination peel in reverse and you'll get a similar idea to the effect I saw.

Some world mints(Canada's RCM in particular) utilize chrome-plated dies and that plating can chip off but it would leave a small raised area on a coin.
