When I was a kid my brothers and I would mark notes just to see if we ever got any of the same ones back again at another time. We never did, but this is one reason why someone might mark a note. I'm sure there are thousands more reasons.
The last time I received currency with counterstamp marks was from a ebay transaction I had done around 2005 with the buyer located in Tiawan, ROC (Republic of China), and received payment in USA Currency. All the notes had at least 1 counterstamp mark and 1 with 4 different marks... I believe this is like the Chop Marks on the old Trade Silver Dollars...
