It's a stamp from an ink pad of some sort. I have seen a lot of them, I had a hundred dollar bill once that had four different ones on it.

When I was a kid my brothers and I would mark notes just to see if we ever got any of the same ones back again at another time. We never did, but this is one reason why someone might mark a note. I'm sure there are thousands more reasons.

when a $100 is stamped like that it means at one time it was used as drug money the same might be true for $5 as well.

The last time I received currency with counterstamp marks was from a ebay transaction I had done around 2005 with the buyer located in Tiawan, ROC (Republic of China), and received payment in USA Currency. All the notes had at least 1 counterstamp mark and 1 with 4 different marks... I believe this is like the Chop Marks on the old Trade Silver Dollars...

@John1

Did your Hundred Dollar Note have Oriental Designs or common marks... The one note I had received had four different Oriental designs...

When I first started collecting Currency, it was noted that there was more USA Currency outside our Borders then inside the USA...

Broken-Coin,
It was a long time ago and I am not sure but I think one of the marks was.
