It does appear to be a proof 1961 Franklin. Probably over priced as I would put it as a PR 64, a pretty common coin.

yes and they are common, just buy a silver proof set and you can get one. If you want a more expensive one, get a slabbed proof cameo.

It does appear to be a proof but due to the lighting, I cannot be entirely sure. A cleaned business strike is possible. For a proof, it appears to be a bit baggy. The presence of multiple bag marks seems to suggest a business strike but I won't rule out the possibility of a proof being thrown in with a bunch of other coins.

It is baggy. That is the reason I questioned it being a proof. It does have the eagle of a proof. Was hoping it was an elusive type II.... am I just reaching?

All 1961 proofs are type 2. I think you are referring to the more uncommon 1956 type 1...
For 1961, the major variety to look out for is the double die.

Oh, and yes... It's definetely a proof. You are on the right track using the eagle as a reference for that. Strong wing feathers indicate a post 1956 proof.

This would only be found on a 58 or 59 business strike.

I understand the strong eagle is found on proofs and the 58, 59 business strikes. I was looking at coin magazine in the price guide section and there are spaces for the type IIs in 60-63 business strike. Do these exist?

Certainly looks proof in the pic. Probably be worth more as a BS strike,
so the owner forgot to mention that.

Not as far as I know, but it's possible.
If you find anything on those type 2's, please share!

Either way, I do think this coin is a proof though. Hold off for a better example. Common date and you can find a much nicer coin at a reasonable price.
