11 oz of silver and then some halves? Seems a little too high. The 38D is a key but whats the condition?

Roughly 12 ounces of silver would be 240$. The 38-D half has some premium of around 60$ in avg condition. So... I see no more than 300$ in this unless the 38-D is high grade. Still, it is a long shot to see 350$ in this deal if you are buying it to make a few quick bucks.

I've named my top offer at $320. He's considering it. Thoughts?

Seems too high. Besides--the real consideration is the question of what your collecting objectives are. That's an unfocused, all-over-the-place assortment of nothing very special.
Think through what you're doing before you go making random impulse purchases. If you don't have specific objectives and a plan to progress toward them, you'll end up with an unorganized collection of everything under the sun. Then---later on, when you figure out what you want to do and have, you'll end up trading out of your hodgepodge and into what you want---and that trading will cost you.
Don't blow the $320. Go to a few coin shows and a few LCS's, spend some time cruising coin/PM forums and online vendor websites and put some effort into figuring out what you want to collect. If you do, you'll be happy in the long run that you did.

Assuming you like all those items, $320 seems like a good price to me. Put it this way, if I were to try and purchase all that silver on ebay, I would most certainly pay more. I'm of the opinion that silver will "eventually" start moving back up. If spot prices even get back to $30 again, you'll make a nice return on your investment. But be prepared to hold. Perhaps for a decade or more. If you're not, might consider passing.

Is the 1984 silver liberty the commemorative dollar? A 1984 silver eagle would be fake, they werent started until 1986

The silver liberty (1984) threw me for a loop, as well. I didn't even count it when I was figuring the cost of each PM. Is it a private mint round, perhaps?

If you think there is 12 oz. of silver offer $240.
Keep in mind silver might be $19 tomorrow.
Money is ALWAYS made the day you BUY something.
If you pay retail, that is OK, if you are OK with paying full value
