I wanted some opinions on whether reverse of this coin is missing it's clad layer, toned, or post mint damaged. It does have a rim Cud over the AME on the reverse. It also looks to have Mechanical Doubling on some of the letters on the reverse. The rim is completely red all the way around the coin(pictures will show different areas of the reeding on the coin). The obverse is toned in spots. I know coop will give his thoughts so I want to thank him in advance and all opinions are welcomed! Thanks!

The obverse does look like it was altered with a lighter with certain areas yellow in color. Here is a roll that someone ruined with soapy water and a candle: Note the colors of un-natural toning by heat. One is yellow
If the coin was missing a cladding, the silver color would not show at all on the higher devices like you see on your coin. The copper would be a dark color and would not show wear color of silver.
