The map is of the island of Taiwan, so this is from the Republic of China. Year 38 of the Republic (= 1949 AD). Denomination is 5 chiao, KM/Y# 522, 0.720 fine silver.

Yes, it's a 1949 Taiwan silver 50 cent. Quite a commonn coin.
