Net grade 20 or 25, depending if the lowest grade is taken, or the average grade is taken.

Correct me if I am wrong, but I think the major auction houses take the lowest grade.

It looks more frosty in hand, not cleaned.

Was your coin scanned in? Or photographed? It looks scanned. The dark/light areas probably show the "frosty" luster you are referring to.

Based off of this I will say high end VF low end EF because of the presence of luster.

Tell me your reasoning for stating this coin is "polished up" or "cleaned"? Besides someone stating it or it looks like it to you. It looks more white in hand I don't know why it looks pink in the scan.
