Weird Scratches On 2007 Penny

I am a cashier, and was recently sifting through my drawer, and stumbled upon it.. This soin is mint, considering I was the one who took it out of the roll. I don't know what would cause scratches like these...

Question for you: are the lines that you call scratches raised and stop at the devices?

If they are, those are not scratches, but actually die polishing lines. If two dies strike each other without a planchet between them, they create clash marks on the dies. Those marks can be abrasively removed from a die but fine raised lines are left behind. These lines are commonly confused with scratches. They are scratches, but on the die and not the coin. Posting a picture should give a definitve answer.

Is the scratch circular? If so, I believe this is caused by coin rolling machines.

Mint Error.
Recently at the USMint they were told that all future coinage would be outsoursed to China since they already are making some of our coins. The Mint workers got so mad they started dragging bags of coins down the street. Now all have scratch lines.
So that is why it is a Mint Error.
