It has been damaged. Could have been from a vending machine or could have just taken a hit in that area, but either way, it's just damage.

It would be part of a small amount of grease on the die that was probably wiped down. Note the motto shows flattened tops of the devices there. The 'L' on LIBERTY also looks wider and the '&' in the date. If the die was wiped with a cloth, it may have pushed just a small amount of grease into those devices because they are located near the rim area?
