I assume that the planchet was originally round and it is the collar that gives it the 12-sides?

Therefore this was struck out of collar (and offstruck), as the edge is round/smooth?

Or would this be considered broadstruck?

Diameter is 21.6 mm; regular 1961 nickel is 21.3 mm.
