I purchased this thinking it is toned but upon close examination it may have been dipped. Were these commemorative's available with a gold (coloured?) finish? The obverse I think is toning .
The images of your piece appear to show that the train in the foreground and the sun in the background have been selectively gold-plated. If that is indeed the case, it was done by a private mint/third party, not the RCM.

As commems says, these were available from the RCM in Silver Proof and BU finish only (both are widespread and simple to find). The obverse in the photo appears to have some toning.
