Not sure what your question is.
I would think environmental damage possibly. But would need closer pics to be sure.

Yes, welcome to the CCFamily. I'd like better pictures and to know what you're asking about. It's a worn, (maybe) slightly misaligned strike from the Philly mint.

Is there an actual rim where is looks thin?

I see a circulated 1919 Lincoln Wheat cent. It is common date with a value of around $0.03.

It's nice to find a 99 year old coin in circulation, if that's where you found it.

No, a fairly common Philly cent, in average to better circulation, about G-8 to F-12 depending on how much detail left on the wheat "feathers", if full, 12, if partial on both 8.
