Is it common to have both a true double die coupled with Strike doubling appear on the same coin? If so how does it affect the value ? ( if it has any?)

Certainly possible. I think it would detract from the desirability of said coin, and make attribution more difficult.

Indeed it can happen. Hub doubling occurs from the process of making the dies while MD is withing the striking chamber. Different times and ways. It will affect how the coin is attributed if the damage is within the doubled area of the coin. It certainly won't increase the value of a doubled die and depending if a high value doubling may detract some. Similar to how eye appeal will affect the perceived value of a coin.
