The patina is slightly rubbed on the high points of the design. That is about as close it can go to being MS, and thus not quite there. Not FSB.
AU58, or 9?
Lovely patina which makes up for that, over most of the coin.
Needs to be in an airtight, to stop the patina from darkening further.

I agree about the high points on obverse . love the color on this coin . AU-59+ .

Can't tell if the white areas in the obverse are rub, untoned spots, or light reflection. In any event, for this date, the value isn't on whether this coin is Au or ms but in the colorful toning. I prefer the bright toning of the obverse than the darker toning of the reverse, but what you need is just someone who loves this coin. I'm sure there are a few out there. Very pretty.

Not FSB. The center band is broken (not complete). The top band is suspect also.
