It's very difficult to determine the condition from the photo) but if it is a radar & if it only has 1 crease, I would side with "CalmBud" on this one.
It was printed by BABN (the less popular/discontinued printer around 2012) so these notes circulated fast and are only found worn now. Many collectors like the early prefixes so you could trade it (as "CalmBud" suggests)
If you can spare $20 -keep it. I used to keep circulated repeater notes (& fancy numbers) and even old series and later used them to buy better notes when I was much younger (& cash was tight). I found it gave me an incentive to trade up (& get better notes) and if I really liked the note I ended up giving them as gifts to my nephews.
The heading refers to this as a rotator. It is not a rotator but only a radar, If it was a rotator I would definitely keep it but this one I would spend.
