Looks like circulation wear made the 2nd "19" in "1919" get worn away. Probably from heavy circulation wear.

Design details closer to the edge will sometimes wear unevenly. It might be a slight grease fill, but inconsistent circulation is more likely.

I see this on many 1946 D, S and P Wheat Cents. Was there something different than usual going on back then?
