Looks to me like there is a hole in the copper plating and the underlying zinc is just starting to deteriorate.

Looks like Zinc Rot is starting to set in. It's in it's very early stages. The Copper plating got split somehow and now the Zinc core is exposed, causing the metal to deteriorate. No premium for this, since it's Post Strike Damage.
