They just don't want people randomly signing up online that's all. They send free gifts each year and want some control over the number of submitters to keep their turn around fast and since there's no fee to join they gain nothing if a bunch of people sign up with an online form.

Well, that makes sense. On Chester's point, I did have a conversation with David Lawrence about CAC submissions recently and they echoed that sentiment.

You need to decide on a set of criteria for yourself so that you when to submit a particular coin or not.

If you don't have a basis on which coins to submit, then decide on some criteria after reading all of this thread. There are some very experienced people here that can help you make up your mind on which criteria to adopt.

For my part, I don't submit coins, because the slabs would severely interfere with the way I store and display my collection. Besides, slabbing is far less popular in Australia, and I prefer to grade for myself, especially when deciding to buy.

probably because he gave stickers to so many coins over the first few years and now that the market is flooded with pieces that did not qualify its time to even things out

you take grading companies that are inconsistent and couple that with an "opinion sticker" and you've got a fine numismatic mess

I don't collect plastic so I never save or collect anything slabbed. Save your money and use it to buy more coins.

Just one problem with your theory, it's completely wrong. The market is not and never has been flooded with substandard CAC pieces nor did they ever just hand out stickers loosely.
