hi,
found this coin.... the word LIBERTY the L is smashed up against the rim of the coin to where it looks like it is not there. the rim of the coin still looks good could that be an error on the coin?

I see a lot of this kind in 1960's. I would say its normal, but experts should chime in.

This is a common event related to die deterioration. It is called metal flow, which moves the metal of the die outwards. The dies are then trimmed down because they no longer fit the holders, hence this are disappears when the redo the rim off set.

Crazyb0 is correct. It's Die Deterioration that caused the devices to move over, because of die flow.
